FireOx ‘Fire Safety for All’ Matrix – Revised & Updated

2014-10-17:  Within the professional discipline of Fire Engineering … either a building is ‘fire safe’, or it is not.  The Design Philosophy of the Fire Engineer is irrelevant.  In fact, nearly everybody involved with fire safety in buildings would collapse in a fit of laughter at the delusional notion that a design philosophy was relevant.  People’s lives are at stake !

Similarly, now, we must begin to think and act in the simple terms of a building either being ‘accessible’, or not.  At stake, this time, is the quality of life and living for very many vulnerable people in all of our societies.

Accessibility for All, according to International Standard ISO 21542 (2011) … includes the approach, entry to and use of a building, egress during normal conditions and removal from the vicinity of the building … and, most importantly, evacuation during a fire incident to a ‘place of safety’ which is remote from the building.

Concerning that All above … FireOx International’s ‘Fire Safety for All’ Matrix shows who exactly we are talking about … and who must be considered in the development of a Fire Safety Strategy for every building … not just some buildings !

This is not just good design practice … it is also mandated in International Human Rights Law.

Building Fire Safety Codes and Standards exist in almost every country.  However – IF they exist at all – those guidelines relating to the Fire Safety of People with Activity Limitations are technically inadequate, entirely tokenistic and/or blatantly discriminatory.

‘Person-Centred’ Design & Climate Change Policy Development

2013-07-01:   Sustainable Design Solutions are …

  • Person-Centred ;
  • Reliability-Based ;    and most importantly
  • Adapted to Local Context and Heritage (fr: le Patrimoine – see ICOMOS 2011) … geography, climate (incl. change, variability and severity swings), social need, culture, and economy, etc., etc.

‘Person-Centredness’ is a core value of Sustainable Human & Social Development … an essential principle in Sustainable Design … an indispensable support framework for Sustainability-related Policy and Decision-making … and an invaluable indicator when monitoring Sustainability Implementation.

Why so because ?

It is the mid-1990’s … in the centre of Dublin City.

Imagine, if you will, a very large historical building having a civic, justice-related function … and also an enormous Energy Bill.  As described in a much earlier post, dated 2009-02-20, and the series of posts which followed on the subject of Building Energy Rating (BER) … we found that the most effective and practical remedy for this gaping and continuously haemorrhaging ‘energy’ wound was to approach the problem though the building’s users, their perception of thermal comfort, and International Standard ISO 7730.

The ‘real’ reduction in energy consumption, the ‘real’ increase in the building’s energy efficiency, and the ‘real’ improvements in building user / employee comfort and morale … were astounding !

INTRODUCTION from that Paper …

These are interesting times;  the benefits of modern technology have bypassed and long overtaken the stirring thoughts, visions and catch cries of Architects at the beginning of the 20th Century.  However, at this time in Europe, we must now ask ourselves some difficult questions …

“What should be the Design Agenda for the ‘Built Environment’ in the new millennium ?”

“Do we actually understand the ‘real’ needs and desires of ‘real’ people in an inclusive society ?”

It is Sustainable Design – the art and science of the design, supervision of related construction/de-construction, and maintenance of sustainability in the Built Environment – which is currently generating a quantum leap in the forward evolution of a more coherent design philosophy.

Principle 1 of the 1992 Rio Declaration on Environment and Development states …

‘Human beings are at the centre of concerns for sustainable development.  They are entitled to a healthy and productive life in harmony with nature.’

Deeply embedded, therefore, within this philosophy is the concept of ‘person-centredness’, i.e. that core design value which places real people at the centre of creative concerns, and gives due consideration to their health, safety, and welfare in the Built Environment – it includes such specific performance criteria as:  a sensory rich and accessible (mobility, usability, communications and information) environment;  fire safety;  thermal comfort;  air, light and visual quality;  protection from ionizing / electromagnetic radiation;  nuisance noise abatement;  etc.  An important ‘person-centred’ design aid is the questionnaire survey, which is not only a very valuable source of information, but formalizes meaningful consultation between practitioners and end users.

SDI’s Guideline Framework on achieving equality of opportunity and social inclusion, which is based on a strategy produced by Directorate-General V of the European Commission, shows how further essential elements of ‘social wellbeing’ also relate to person-centredness;  these include partnership between all sectors of society, consensus, transparency and openness.

This paper explores the rational and legal basis for person-centredness of the Built Environment in Europe.  Fieldwork incorporating this innovative approach is also examined.  Finally, a body of principles – a European Charter – is outlined which aims to ensure that new construction works, and renovated existing buildings, perform reliably, are adaptable, accessible and responsive, ‘intelligently green’ (French: intelli-verdure), cost-effective and inherently sustainable.

'Person-Centredness' (Concept 2).

CLIMATE CHANGE ADAPTATION & MITIGATION POLICIES

AND BEFORE developing Climate Change Policies which will have such dramatic impacts on human populations, and their lifestyles, around the globe … perhaps those policies would be more effective, in the ‘real’ world and in the long-term … if we looked at the problem through the ‘eyes’ of people !

It will be worth taking a look at an interesting background paper produced by the World Bank in 2009 … whether you agree or disagree with the following statements …

“A lack of citizen understanding regarding the basics of climate science is an almost universal finding worldwide even though knowledge has increased over time.  Especially notable is confusion between the causes of climate change and ozone depletion, and confusion between weather and climate.”

“North Americans know far less about climate change than their counterparts in the developed world.”

“Accurate and complete understanding of information is not a prerequisite for concern.”

“Concern is widespread around the world, but it may also be inversely correlated with the wealth and carbon footprint of a nation, or the socio-economic ‘class’ within a nation.”

“In some studies, more informed respondents reported less concern or sense of responsibility towards climate change.”

“People stop paying attention to global climate change when they realize that there is no easy solution for it.  Many people judge as serious only those problems for which they think action can be taken.”

World Bank Working Paper 4940 (2009) – ABSTRACT …

Climate scientists have identified global warming as the most important environmental issue of our time, but it has taken over 20 years for the problem to penetrate the public discourse in even the most superficial manner.  While some nations have done better than others, no nation has adequately reduced emissions and no nation has a base of public citizens that are sufficiently socially and politically engaged in response to climate change.  This paper summarizes international and national differences in levels of knowledge and concern regarding climate change, and the existing explanations for the worldwide failure of public response to climate change, drawing from psychology, social psychology and sociology.  On the whole, the widely presumed links between public access to information on climate change and levels of concern and action are not supported.  The paper’s key findings emphasize the presence of negative emotions in conjunction with global warming (fear, guilt, and helplessness), and the process of emotion management and cultural norms in the construction of a social reality in which climate change is held at arms length.  Barriers in responding to climate change are placed into three broad categories:  1) psychological and conceptual;  2) social and cultural;  and 3) structural (political economy).  The author provides policy considerations and summarizes the policy implications of both psychological and conceptual barriers, and social and cultural barriers. An annotated bibliography is included.

However … and especially since the Workshop had been organized by IRUSE (the ‘SE’ standing for ‘Sustainable Engineering’) … it was indeed very strange to have to clarify the following points, among others:

1.   The Minimum Life Cycle for a Sustainable Building is 100 Years … not 50 or 60 years !

2.   Future Research Collaboration should be targeted at the multi-aspect ‘Sustainability Agenda’.  The word ‘green’ (where only environmental aspects of sustainability are considered) should be actively discouraged, if not banned entirely !

3.   With regard to Good Indoor Air Quality (IAQ) … two high-level performance indicators which have been developed with the aim of protecting human health, and are both now referenced in International Standard ISO 21542: ‘Building Construction – Accessibility & Usability of the Built Environment’ … are …

      –   Radon Activity (incl. Rn-222, Rn-220, RnD) in a building should, on average, fall within the range of 10 Bq/m3 to 40 Bq/m3, but should at no time exceed 60 Bq/m3 ;

      –   Carbon Dioxide (CO2) Concentrations in a building should not significantly exceed average external levels – typically within the range of 300 parts per million (ppm) to 500 ppm – and should at no time exceed 800 ppm.

Concerning the substantive difference in meaning and scope between ‘sustainable’ and ‘green’ … there is, perhaps, no better way to illustrate this difference than to observe the atrocious ‘Accessibility-for-All’ Performance (Accessibility for People with Activity Limitations !) of the critically acclaimed (?!?) and award winning (?!?) New Engineering Building in Galway University … which flaunts its ‘über-green’ credentials …

Can you believe what’s in those photographs ??   More importantly … can you believe what’s not in those photographs ????   In such a recently completed building … “incredible” is the only answer to both questions.

Under International Law … lack of accessibility, or inadequate accessibility, to the social, built, virtual and economic environments … IS a denial and infringement of the basic human rights of people with activity limitations.  It also limits, needlessly and unnecessarily, the numbers of potential users of those environments … which makes no sense at all.

My strong recommendation to Galway University … is to immediately commission a Competent Accessibility Consultant to give the university campus a thorough going over !   You are failing the campus user population … the local community in Galway … and Irish society generally.

My even stronger recommendation to the Architects for the New Engineering BuildingRMJM Architects (Robert Matthew Johnson-Marshall) in Scotland, and Taylor Architects in Ireland … is to always commission a Competent Accessibility Consultant on all of your projects … small, medium and large … because you haven’t a bull’s notion about this important dimension of building performance !!

And remember folks … Accessibility has been clearly specified in the new International Standard ISO 21542 as including … ‘access to buildings, circulation within buildings and their use, egress from buildings in the normal course of events, and evacuation in the event of an emergency’.

2012 ‘Understanding China’ Policy Briefing Friends of Europe & EuroChambres

An estimated One Billion People will be living in China’s cities by 2030.  This large-scale and very rapid urbanization demands that a sustainable transformation of their urban built, social, economic and institutional environments commences Today – not at some notional point in a far distant future.

2013 Asian Development Bank (ADB) Guidebook: ‘Increasing Climate Change Resilience of Urban Water Infrastructure’ 

This Guide describes a practical approach to bridge the gap between theoretical analyses of climate change impacts and the planning decisions that need to be made by city authorities and utility managers to increase climate change resilience of the water sector in the city of  Wuhan, Hubei Province, People’s Republic of China (PRC).  It focuses on answering the questions currently being asked by city planners and managers all over the world, as follows:

  • What changes might be caused by climate change ?
  • How will these changes affect services and utilities ?
  • What can we do now to prepare for them ?

The long lead time required to plan, finance, build, and commission city infrastructure facilities means that decision makers cannot wait for more detailed data on the effects of future climate change, especially those relating to local circumstances, but must make investment decisions based on what is known now and what can be readily predicted.  An important principle in this kind of ‘robust’ decision-making is provided by the  Intergovernmental Panel on Climate Change (IPCC)  tenet that adaptation investments, which move a city’s infrastructure toward sustainable development (such as providing safe drinking water and better sanitary conditions), are justifiable even without climate change.

***  THIS TALL BUILDING IN YUNNAN PROVINCE  &  SIMILAR COMPLEX ARCHITECTURAL PROJECTS  ***

Working within the professional constraints of ‘client confidentiality’ … it is possible to have a general discussion about current building design, construction and operation issues in an international sector which is operating, more and more, beyond national borders … without adequate, or very often any, national and local regulation.  By ‘regulation’, I mean a flexible system of building-related legislation which is operated in conjunction with mandatory and effective technical control.

In order to cope with today’s complex built environment and the enormous variation in the size and scale of construction projects … a ‘flexible’ mix of functional, performance and prescriptive legal requirements is the sharpest and most appropriate instrument.

And you can forget the hype about performance-based building codes coming out of the USA … hot air, and much ado about little !

Of course, the biggest issue of all is the competence of those individuals who work in Authorities Having Jurisdiction (AHJ’s), i.e. technical controllers.  Even in the most developed economies of the world … there are many occasions when the level of individual incompetence in an AHJ is astounding … and institutional arrangements within the AHJ itself are a mess, i.e. the AHJ is not fit for purpose.

1.  Sustainable Design – Design Process Efficiency & Proper Preparation for Construction

A tremendous amount of waste is associated with and generated by the processes of conventional building design, construction and operation.  There is a more up-to-date and efficient way of doing things … an essential way for Sustainable Design … and it’s called Building Information Modelling (BIM) !

Furthermore … consider, for a moment, just the initial list of Specialist Consultants who will be engaged directly by the Chinese Client when the project’s conceptual design has reached a sufficiently developed stage.  How can all of these individuals and organizations – listed in the revised and agreed Project Design Agreement – obtain accurate and reliable ‘real time’ information about the rapidly evolving project from a central design library / information database … then feed their new work back into the centre without unnecessary delay ?   How, next, can everyone else who needs to know, be updated with the new design input … again, without delay ?   And perhaps, these consultants may also be based in different countries … working in very different time zones …

  • Building Information Modelling (BIM) Consultant
  • Local Design Institute (LDI) … a local architectural practice which will produce the project’s working drawings, handle local spatial planning and building code approvals, carry out site inspections, and deal directly with construction organization(s), etc., etc.

  • Curtain Wall Consultant (Curtain Wall, Skylights & Special Roof Structures)
  • Retail Market Analysis Consultant
  • Landscape Design Consultant

  • Geotechnical, Civil Engineering & Structural Engineering Consultant (including structural performance under fire and earthquake conditions, resistance to fire-induced progressive damage and disproportionate damage … and also including climate resilience)
  • Acoustic & Audio-Visual Design Consultant
  • Mechanical, Electrical & Plumbing (MEP) Engineering Consultant
  • Integrated Building Automation & Management / Telecom / Security / Networking Consultant
  • Fire & Life-Safety Engineering Consultant
  • Water Feature Consultant

  • Kitchen Equipment and Layout Design Consultant
  • Art, Artefact and Accessories Consultant & Procurement Services for Art, Artefacts, and Accessories

2.  The ‘Design Professional in Responsible Charge’ !

The Project Design Agreement requests that the Client receive advice on who might be the different Specialist Consultants listed above.  In addition, it will be necessary to demarcate the boundaries within which each Consultant will operate … and, where appropriate, to prescribe a design performance target (see below) for each speciality … which must be ‘realized’ in the completed and occupied building !

Recalling the many previous posts, here on this Technical Blog, concerning NIST’s 2005 & 2008 Recommendations on the 9-11 World Trade Centre Building Collapses in New York City‘somebody’ must ensure that the many individuals and organizations listed above – members of the Larger (2nd Stage) Design Team – use consistent design data and assumptions … must co-ordinate design documents and specifications to identify overlaps and eliminate gaps … must serve as ultimate liaison between the Client, the Local Design Institute, AHJ officials, and the Construction Organization(s) … and must ensure that everybody is on the same communication wavelength, and working towards the same objective in a trans-disciplinary manner.

That ‘Somebody’ … the Design Professional in Responsible Charge … must be the Project Design Architect !

3.  Some Sustainable Design Performance Targets

Actual construction and building user performance shall be carefully (i.e. reliably and precisely) monitored … and independently verified …

A.   Basic Functional Requirements … the Building shall comply with the Basic Requirements for Construction Works – elaborated in Annex I of European Union (EU) Regulation No.305/2011 of the European Parliament and of the Council, of 9 March 2011, laying down Harmonized Conditions for the Marketing of Construction Products and Repealing Council Directive 89/106/EEC.

Extract From Foreword (Page 7):

‘ Developed nations’ approach to sustainability generally concentrates on energy conservation through high technology innovations, and use of products, materials and designs with lower embodied energy.  Their green ratings are based on intent, which implies expert inputs and simulation.  The Indian construction industry will do better using our traditional wisdom and practices, building in harmony with nature through regional common knowledge, consuming as little as necessary, applying low cost technology innovations, using recycled materials, and recognizing performance (not intent) through easily measurable parameters wherever feasible.’

How Right They Are About Prioritizing ‘Real’ Performance !!

And Just Before That Extract Above:

‘ The authentic (my insert !) Indian way of life is aparigraha (minimum possessions), conservation (minimum consumption), and recycling (minimum waste).  These three attributes are the guiding principles for sustainable buildings as well.  With these attributes and its rich heritage, India can make a substantial contribution in this field and eventually lead the world on the path of sustainability.’

An Overly Ambitious Target ?   Perhaps Not.

SDI Supporting India’s National Sustainable Buildings Strategy …

We very much welcome this opportunity to make a Submission on India’s Draft Amendment No.1 to the 2005 National Building Code (SP 7:2005) concerning the Proposed Inclusion of a New Part 11 ‘Approach to Sustainability’.

This IS an important development for India … and it DOES mark a substantial contribution to this field, at international level.  We wish that other countries would follow your example … particularly China, the other mushrooming economies in South-East Asia, and the Arab Gulf States.

You may not be aware that Sustainable Design International (SDI) has been specializing in the theory and implementation of a Sustainable Human Environment (social, built, virtual, and economic) since the mid-1990’s.

And, for example … in September 2007, we were invited to make a series of Keynote Presentations to 20 Senior National Decision-Makers, from both the public and private sectors, at a 2-Day Workshop which was organized for us in Lisboa, Portugal.  If invited, we would be delighted to repeat this valuable exercise in Dilli, Bengaluru, and other suitable venues in India.

IF India is to lead the world on this particular track, i.e. Sustainable Buildings, a coherent philosophy must be outlined in the Proposed New Part 11 of the National Building Code, and a clear direction must also be given there to decision-makers, e.g. clients/client organizations, and designers.

Certain essential content must be included in Part 11.  With regard to an improved layout of Part 11, please review the attached  SDI Document: ‘SEED Building Life Cycle’ (PDF File, 55 Kb) .

Because you have prioritized ‘real’ building performance over pre-construction design ‘intent’, it is appropriate to begin our comments here …

1.   Sustainability Performance Indicators

In order to prioritize ‘real’ performance, the monitoring of actual sustainability performance in completed and occupied buildings must be comprehensive, accurate and reliable.  Indicators of sustainability performance must, therefore, be included in all sections of the Proposed New Part 11.

Sustainability Performance Indicators provide important signposts for decision-making and design in many ways.  They can translate physical and social science knowledge into manageable units of information which facilitate the decision-making and design processes.  They can help to measure and calibrate progress towards sustainable development goals, and sectoral sustainability targets.  They can provide an early warning to prevent economic, social and environmental damage and harm.  They are also important tools to communicate ideas, thoughts and values because, as statisticians say: “We measure what we value, and value what we measure”.

Performance Indicators may be both quantitative and qualitative … but must cover all stages of the building process, i.e. project feasibility and performance specification, spatial planning, design, construction, management, operation, maintenance and servicing, de-construction, disposal, final site clean-up and sustainable repair.

While many, though not all, types of building performance can be successfully monitored using lightweight portable equipment … a certain number of monitoring devices must also be permanently installed in the building during construction.  A facility to reliably feed the output from these devices back to data collection points, on site and remote, must also be incorporated in the Building’s Intelligent Management System.

Management and collation of sustainability performance data must be reliable.  Uncertainty is always present.  Therefore, Statements of Uncertainty should always be attached to ‘reliable’ data.

Safety Factors should always be included when targeting critical ‘health and safety’ related types of performance.

Sustainability Performance Indicators must be directly comparable across different Global Regions … within Asia, across different countries … and within India, across different States.  A Balanced, Harmonized Core Set of Indian Performance Indicators should be quickly developed.  A Balanced ‘Local’ Set of Performance Indicators will always be necessary.

People tasked with monitoring sustainable building performance must be competent … and independent, i.e. be unconnected to client, design and construction organizations.

Specifically in relation to Energy Performance, the targets to be achieved in new buildings must be far more ambitious.  Please review the attached  SDI Document: ‘SEED Positive Energy Buildings’ (PDF File, 29 Kb) .

2.   Properly Defining ‘Sustainable Development’

As currently drafted … Definition 2.26 Sustainable Development, on Page 13 of the Proposed New Part 11, is not only ambiguous, it is inadequate for India’s needs … and it is barely the first half of the full, correct definition …

Sustainable Development  is development that meets the needs of the present without compromising the ability of future generations to meet their own needs.  It contains within it two key concepts:

  • the concept of ‘needs’, in particular the essential needs of the world’s poor, to which overriding priority should be given ;  and
  • the idea of limitations imposed by the state of technology and social organization on the environment’s ability to meet present and future needs.

[ Please refer to the 1987 Report of the World Commission on Environment & Development (WCED): ‘Our Common Future’ – Chapter 2, Paragraph 1.]

This original definition in the 1987 WCED Report IS appropriate for India … and it must become the core definition at the heart of India’s National Sustainable Buildings Strategy !

A careful reading of the full definition makes it clear that there are Many Aspects to this intricate, open, dynamic and still evolving concept … the most important of which are:  Social, Economic, Environmental, Institutional, Political, and Legal.

It is a Fundamental Principle of Sustainability, and one of its Primary Values … that Implementation must be Synchronous, Balanced and Equitable across All Aspects of Sustainability.

The ‘Green Agenda’ merely considers Environmental Aspects of Sustainability … in isolation from all of the other Aspects !   This is a fatal flaw which must be avoided in the Proposed New Part 11 !!

3.   Sustainability Impact Assessment (SIA) for India !

Rather than Environmental Impact Assessment … surely the Proposed New Part 11: ‘Approach to Sustainability’ must now use, explain and discuss Sustainability Impact Assessment instead !?!

Sustainability Impact Assessment (SIA)

A continual evaluation and optimization assessment – informing initial decision-making, or design, and shaping activity/product/service realization, useful life and termination, or final disposal – of the interrelated positive and negative social, economic, environmental, institutional, political and legal impacts on the synchronous, balanced and equitable implementation of Sustainable Human & Social Development.

4.   A Robust Legal Foundation for ‘Sustainable Human & Social Development’

Paragraph 4 (Chapter 2, 1987 WCED Report) states …

‘ The satisfaction of human needs and aspirations is the major objective of development.  The essential needs of vast numbers of people in developing countries – for food, clothing, shelter, jobs – are not being met, and beyond their basic needs these people have legitimate aspirations for an improved quality of life.  A world in which poverty and inequity are endemic will always be prone to ecological and other crises.  Sustainable development requires meeting the basic needs of all and extending to all the opportunity to satisfy their aspirations for a better life.’

Trying to list the essential needs of people / the basic needs of all is a very difficult task … but it is work which has been on-going, at international level, since just after the Second World War.

The essential needs of people / the basic needs of all … are specified as being Human Rights and Fundamental Freedoms, and are already fully described within the extensive framework of International Legal Rights Instruments.

Which is why, many years ago, SDI developed this definition for Sustainable Human & Social Development … in order:

  • to give this concept a robust legal foundation ;   and
  • (because of widespread confusion in media, political and academic circles) … to clearly establish that we are talking about sustainable human and social development, and not sustainable economic development, or any other type of development !

Sustainable Human & Social Development

Development which meets the responsible needs, i.e. the Human & Social Rights*, of this generation – without stealing the life and living resources from future generations … especially our children, and their children … and the next five generations of children.

*As defined in the 1948 Universal Declaration of Human Rights.

5.   Climate Change Adaptation & Resilient Buildings in India ?

Atmospheric Ozone Depletion and Climate Change are mentioned, here and there, in the Proposed New Part 11.  The important implications of these phenomena for Sustainable Building Design in India are not explained … at all.  Why not ?

To properly respond to these phenomena, both must be integrated into India’s National Sustainability Strategies & Policies.

At the very least … we strongly recommend that Design Guidance on Climate Resilient Buildings be immediately drafted.  This guidance must be appropriate for implementation in each of the different climatic regions of India.

6.   A Sustainable Indian Built Environment which is Accessible for All !

Barrier Free is mentioned, here and there, in the Proposed New Part 11.  This is to be warmly welcomed and congratulated.  Under Social Aspects of Sustainable Human & Social Development … this is an essential attribute of a Sustainable Built Environment !   However, no guidance on this subject is given to decision-makers or designers.  Why not ?

However, you should be aware that India ratified the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD) on 1 October 2007.  For your convenience, I have attached copies of the Convention in English, Hindi and Tamil.

You should also be aware that, in December 2011, the International Standards Organization (ISO) published ISO 21542: ‘Building Construction – Accessibility & Usability of the Built Environment’.  In its Introduction, ISO 21542 is directly linked to the U.N. Convention … almost like an umbilical cord.  The scope of this Standard currently covers public buildings.  As the Accessibility Agenda in the U.N. Convention is very broad … much standardization work remains to be finished at international level.

The correct term … Accessibility for All … has been defined in ISO 21542 as including … ‘access to buildings, circulation within buildings and their use, egress from buildings in the normal course of events, and evacuation in the event of an emergency’.

A note at the beginning of the standard also clarifies that Accessibility is an independent activity, i.e. assistance from another person should not be necessary … and that there should be an assurance of individual health, safety and welfare during the course of those (accessibility-related) activities.

In order to fulfil India’s legal obligations as a State Party to the U.N. Convention on the Rights of Persons with Disabilities … adequate Design Guidance on Accessibility must be included in the Proposed New Part 11, supported by ISO 21542.

In addition, the Bureau of Indian Standards (BIS) should immediately adopt ISO 21542 as the Indian National Standard on Accessibility for All … IS / ISO 21542.

7.   Fire Safety & Protection for All in Sustainable Indian Buildings ?

Yes … there is 1 mention of ‘fire safety’ and 40 other references to ‘fire’ in the Proposed New Part 11 … but no design guidance.  Why not ?

You should be aware that there is a fundamental conflict between Sustainable Building Design Strategies and the current state-of-the-art in Fire Engineering Design.  As a good example … for cooling, heating and/or ventilation purposes in a sustainable building, it is necessary to take advantage of natural patterns of air movement in that building.  On the other hand, fire engineers in private practice, and fire prevention officers in Authorities Having Jurisdiction (AHJ’s), will demand that building spaces be strictly compartmented in order to limit the spread of fire and smoke … thereby dramatically interfering with those natural patterns of air movement.

In everyday practice, there is a vast chasm in understanding and communication between these two very different design disciplines.  As a result, serious compromises are being enforced on Sustainability Building Performance.  If, on the other hand, adequate independent technical control is absent on the site of a Sustainable Building … it is the fire safety and protection which is being seriously compromised.

A range of critical fire safety issues (fatal, in the case of firefighters) are also arising with the Innovative Building Products and Systems being installed in Sustainable Buildings.

Because the emphasis is on pre-construction design ‘intent’ rather than the ‘real’ performance of the completed and occupied building … all of these problems are being conveniently ignored, and they remain hidden from everybody’s view.

This must be addressed in the Proposed New Part 11.

Ireland’s Draft National Radon Control Strategy – A Fraud !!

The Aim of this Draft Strategy, as stated on the DECLG WebSite, is to ensure that exposure to Radon Gas, which presents a significant public health problem, is addressed in an effective and co-ordinated way across all relevant public authorities through appropriate interventions.  The Draft Strategy was developed by an Inter-Agency Group comprising representatives from relevant public authorities.

After all of the progress made on radon protection in buildings at the end of the 1990’s and beginning of the 2000’s, it is extremely disappointing to read this miserable excuse for a strategy document.  If the general public in Ireland is under any impression that the ‘powers-that-be’ are deeply concerned about protecting our health … they are making a fatal mistake !

The complete absence of any reference to a Recommended Health-Related Radon Target Level – Safety-Related National Reference Levels which are not clearly explained will result in some injury and harm – Lack of Meaningful Consultation with, and Informed Consent of, the National Population – Horrendously Inadequate Technical Control Procedures on Irish Building Sites – RPII Recommended Indoor Radon Activity Measuring Devices having Very High Measurement Uncertainty (±30% under typical conditions of use) – A Purposeful Lack of Detailed Guidance on Exactly When and How to Measure Indoor Radon – Inadequate RPII Radon Measurement Test Reporting … are just some of the tell-tale signs for a seasoned observer.

In this regard, therefore … and let me be very clear and simple in my use of language … this Draft National Radon Control Strategy is a blatant fraud !!

Fraud:  Deliberate deception, trickery, or cheating intended to gain an advantage – An act or instance of such deception (from Latin Fraus (f): deceit, deception).

Furthermore … the Inter-Agency Group which produced this Draft National Radon Control Strategy for the DECLG Minister, Mr. Phil Hogan T.D., and Senior Civil Servants within the Department … whoever the Group’s participants are, wherever they are … should be thoroughly ashamed of themselves for being associated with this negligent act !

Negligent:  Lacking attention, care or concern.

Negligence:  A wrong whereby a person(s) is in breach of a legal duty of care, resulting in harm or injury to another person(s) … in this case, the Irish Public.

SDI’s Comments on Ireland’s Draft National Radon Control Strategy (NRCS)

1.   Protecting Human Health versus Reducing Risk to Safety

The following two short extracts from 1. Introduction and Background in the Draft NRCS reveal the true intent of the Inter-Agency Group …

‘ Radon gas is the greatest source of exposure to ionising radiation for the general public and is the second greatest cause of lung cancer in Ireland.  Recognising the serious health risk presented by radon, the Minister for the Environment, Community and Local Government in November 2011 established an inter-agency group to develop a National Radon Control Strategy (NRCS).’

and …

‘ During 2012 the inter-agency group developed a draft NRCS based on wide stakeholder consultation and a health economics evaluation of different radon intervention strategies.  The stakeholder consultation involved a range of individuals and bodies involved in: health care, construction, radon services, Government and academia.  The health economics evaluation was undertaken by the Radiological Protection Institute of Ireland (RPII) and Health Service Executive (HSE) with the assistance of the Health Economics Unit at the University of Oxford.  This draft strategy sets out a range of measures to reduce the risk from radon to people living in Ireland.’

Radon is a serious human health issue, and it is explained in a later section of the document 1.2 The Radon Problem in Ireland that ‘indoor radon is linked to between 150 to 200 lung cancer deaths each year in Ireland, which equates to approximately 13% of all lung cancer deaths.’

However … after the references above to ‘health economics evaluation’ (!) … to the ‘prevailing  economic situation’ (!!) in section 1.1 Public Consultation … and to ‘health economics tools’ (!!!) in section 2. Draft National Radon Control Strategy … etc … you should then sensitize yourself to the subtle change in language very early in the document … from a consideration of health protection, to reducing the risk from radon (or similar variations on that theme).

The concept of Protecting Human Health is altogether different from the concept of Assessing and Mitigating / Reducing Risk to Safety !   Please refer to SDI’s Corporate WebSite.

As far back as the end of the 1990’s … the Irish Agrément Board, which at the time included a representative from the Department of the Environment, accepted the following …

Radon Activity in Buildings – Recommended Target Health Level

Radon Activity (incl. Rn-222, Rn-220, RnD) should, on average, fall within the range of 10-40 Bq/m3, but should at no time exceed 60 Bq/m3.

This Recommended Target Health Level for Radon now also appears in International Standard ISO 21542: ‘Building Construction – Accessibility & Usability of the Built Environment’, which was published in December 2011.  Please refer to Annex B.8 – Indoor Air Quality (IAQ) in the ISO Standard.

The Draft NRCS must refer to such a Recommended Target Health Level … and it must be stated that it is National Policy to progressively reach that target by 2025 (bearing in mind the ‘prevailing economic situation’ in the country !).

Note:  In contrast to the above … 200 Bq/m3 for Residential Buildings, and 400 Bq/m3 for Workplaces … are NOT Health-Related Target Levels … they are Safety-Related National Radon Reference Levels which result in some measure of harm and injury to people … particularly children under the age of 10 years, and people with activity limitations who constantly remain indoors for prolonged periods of time.

2.   National Policy Priority:  ‘Real’ Protection from Radon in ‘Real’ Irish Buildings

Yes … in Ireland, we have enormous problems with regard to a lack of awareness among the general population about the serious health hazard posed by indoor radon … and the absence of proper education and training for everyone directly involved in the design, construction, management, operation, servicing or maintenance of our building stock (both new and existing).

BUT … if we are committed to providing ‘real’ radon protection in ‘real’ Irish buildings, then a practical construction-oriented approach is demanded.

This is a Key Paragraph in 2.1 Radon Prevention in New Buildings

‘ The stakeholder engagement also points to some practical difficulties associated with the implementation of the current technical guidance on radon prevention.  These difficulties relate to the correct installation of radon barriers under site conditions, protection of the integrity of radon barriers once installed and identification of radon preventive measures on site.  The stakeholder engagement also indicated the system of building control in place prior to 2012 did not provide adequate assurance that radon preventive measures had been correctly installed ‘

… which we later discover is a masterstroke of understatement and evasion, because none of these important issues are tackled head on in the document.

On the critical issue of Building Control … there is no mention of mandatory inspections of construction projects by competent Local Authority personnel.  Because … it remains the unwritten policy of Ministers and Senior Civil Servants in Ireland’s Department of the Environment, Community & Local Government (DECLG) that Local Authority Building Control Sections will be entirely ineffective.

On the other hand … will Competent Private Independent Technical Controllers be facilitated in carrying out sufficient inspections of all radon protection related works before ‘signing off’ on proper completion ???

3.   Regulatory Status of RPII’s Radon Prediction Maps

This is NOT a problem unique to Ireland.

The presence of the RPII Radon Prediction Maps in Technical Guidance Document C (Building Regulations), and the status they are given there … are both entirely inappropriate.

While these Maps are a useful design aid, in the case of small construction projects, they offer NO assurance of certainty to either building designers or users.  They are NOT reliable !   And the average values shown in any particular ‘box’ may actually conceal a considerable degree of variability in the radon concentrations found in completed buildings.

4.   SDI’s Acceptance of RPII Services

Please refer to SDI’s Corporate WebSite.

Unfortunately, until the Radiological Protection Institute of Ireland (RPII) includes proper statements of Measurement Uncertainty in its Test Reports (this is a requirement of European Standard EN ISO/IEC 17025)  … our Organization:

  • cannot recommend any RPII Radon Testing Services to 3rd Parties ;

and

  • will not accept any RPII Test Reports as proper evidence of Radon Test results.

Introduction

Fundamentally, the 9-11 World Trade Center Incident in New York (2001) was an Extreme ‘Real’ Fire Event.  It presented the International Fire Engineering Community with a catastrophic failure in conventional practices and procedures related to:

  • Fire Engineering, Structural Engineering, and Architectural Design ;
  • Human Building Management Systems ;
  • Emergency Response by Firefighters, Rescue Teams, and Medical Personnel ;
  • National and Local Organizations Having Authority or Jurisdiction (AHJ’s) ;

… and with the serious problem of entirely inadequate Fire Safety Objectives in the building legislation, model codes and design standards of the most economically advanced countries in the world.

Those people who understand the building design process, and have experience as construction practitioners, have long realised that the lessons from 9-11 must be applied across the full spectrum of building types … not just to tall buildings.  Right up to the present day, unfortunately, many people in the International Fire Engineering Community are either unwilling, or unable, to do this.

Furthermore … Fire Engineering, Architectural Design and Structural Engineering must, of urgent necessity, be seamlessly conjoined … with the aim of removing misunderstandings and the wide gaps in client service delivery between the different disciplines.

In 2002, a series of Long-Term 9-11 Survivor Health Studies commenced in the USA … and in 2005 and 2008, the U.S. National Institute of Standards and Technology (NIST) issued a series of Post 9-11 Critical Recommendations concerning the design, construction, management and operation of buildings.

At FireOx International … we have fully integrated this essential design guidance into our frontline fire engineering and architectural practice … we have developed unique and practical solutions for worldwide application, some of which appear in International Standard ISO 21542: ‘Building Construction – Accessibility & Usability of the Built Environment’, published in December 2011.

Progressive Collapse of WTC 7 – 2008 NIST Recommendations – Part 2 of 2

2012-01-22:  SOME PRELIMINARY COMMENTS …

  1.     Keeping my ear closely to the ground … I hear you wondering: “So … how did the fires actually start in World Trade Center Building 7 ?”

Extracts from the Executive Summary (pages xxxi – xxxv) – 2008 NIST NCSTAR 1A …

[ Refer back to the WTC 1 & 2 Collapse Damage Plan in the previous post.]

The fires in WTC Building 7 were ignited as a result of the impact of debris from the collapse of WTC Tower 1, which was approximately 110 metres to the south.  The debris also caused some structural damage to the south-west perimeter of WTC 7.  The fires were ignited on at least 10 floors;  however, only the fires on Floors 7 to 9 and 11 to 13 grew and lasted until the time of building collapse.  These uncontrolled fires had characteristics similar to those that have occurred previously in tall buildings.  Their growth and spread were consistent with ordinary building content fires.  Had a water supply for the automatic sprinkler system been available and had the sprinkler system operated as designed, it is likely that the fires in WTC 7 would have been controlled, and the collapse prevented.  However, the collapse of WTC 7 highlights the importance of designing fire resisting structures for situations where sprinklers are not present, do not function (e.g. due to disconnected or impaired water supply), or are overwhelmed.

and …

There were no serious injuries or fatalities, because the estimated 4,000 occupants of WTC 7 reacted to the airplane impacts on the two WTC Towers and began evacuating before there was significant damage to WTC 7.  The occupants were able to use both the elevators and the stairs, which were as yet not damaged, obstructed, or smoke-filled.  Evacuation of the building took just over an hour.  The potential for injuries to people leaving the building was mitigated by building management personnel holding the occupants in the lobby until they identified an exit path that was safe from the debris falling from WTC Tower 1.  The decisions not to continue evaluating the building and not to fight the fires were made hours before the building collapsed, so no emergency responders were in or near the building when the collapse occurred.

The design of WTC 7 was generally consistent with the New York City Building Code of 1968 (NYCBC), with which, by policy, it was to comply.  The installed thickness of the thermal insulation on the floor beams was below that required for unsprinklered or sprinklered buildings, but it is unlikely that the collapse of WTC 7 could have been prevented even if the thickness had been consistent with building code requirements.  The stairwells were narrower than those required by the NYCBC, but, combined with the elevators, were adequate for a timely evacuation on 11 September 2001, since the number of building occupants was only about half that expected during normal business hours.

The collapse of WTC 7 could not have been prevented without controlling the fires before most of the combustible building contents were consumed.  There were two sources of water (gravity-fed overhead tanks and the city water main) for the standpipe and automatic sprinkler systems serving Floor 21 and above, and some of the early fires on those upper floors might have actually been controlled in this manner.  However, consistent with the NYCBC, both the primary and back-up source of water for the sprinkler system in the lower 20 floors of WTC 7 was the city water main.  Since the collapses of the WTC Towers had damaged the water main, there was no water available (such as the gravity-fed overhead tanks that supplied water to Floor 21 and above) to control those fires that eventually led to the building collapse.

  2.     On a separate subject and quite by chance … a few days ago, I was invited to review a technical paper for a reputable international fire engineering journal (which shall remain nameless).  The paper was discussing a certain aspect of steel column critical temperatures.  After three days, I replied to the journal’s editor as follows …

Most regrettably, I must decline your invitation to review Paper XYZ.

The ‘critical temperature’ approach to the fire engineering design of steel-framed structures is deeply flawed … and obsolete.

  3.     In the last post, I wrote …

Structural Fire Engineering is concerned with those aspects of fire engineering which relate to structural design for fire, and the complex architectural interaction between a building’s structure and fabric, i.e. non-structure, under conditions of fire and its immediate aftermath.

Indeed !   But, more needs to be added …

I hope it is becoming clearer now that Structural Fire Engineering is not just ambient structural engineering with a few extra ‘bells and whistles’ grafted on … in token consideration of what could happen in fire conditions, i.e. at high temperatures.

[ If, in some jurisdictions, there are no legal requirements to add even those ‘bells and whistles’ … then, typically, even they will be omitted ! ]

This brings me right back to the typical education of Civil/Structural Engineers;  because:  (i) they exit the educational system with little understanding of anything beyond ‘structure’ … in other words, a ‘real’ building, which also comprises ‘fabric’, i.e. non-structure, is a mystery to them;  and (ii) they have difficulty reading architectural drawings … which is why a walk-through inspection of a building, as it is nearing completion, is much preferred over a detailed discussion about drawings at the most appropriate stage, which is well before construction commences … when faults can be readily identified and easily rectified !

In ambient conditions … the architectural interaction between a building’s structure and fabric is difficult, not being entirely static.  Before the surface finishes have been applied, it is immediately obvious when this interaction has been properly ‘designed’, and looks neat and tidy … or, on the vast majority of construction sites, when this interaction is a ‘traffic accident’, and the results are desperately ugly … and you know that they can’t apply the surface finishes quickly enough in order to hide everything from view !

In fire conditions … this architectural interaction between building fabric and structure is complex, certainly very dynamic … and fluid !

It would be more appropriate to think of Structural Fire Engineering as ‘Design in the Hot Form’ … which is a completely different mindset.

It is essential, therefore, that Fire Engineers understand ‘real’ buildings … most importantly, the ‘design’ of real buildings … and, that they know which end is ‘up’ on a real construction site !!   See NIST WTC 7 Recommendation L below.

  4.     Since the collapse of WTC Building 7 on 11 September 2001, it has been generally assumed that Fire-Induced Progressive Collapse is a large-scale, macro-phenomenon only.  But, believe it or not, this phenomenon has also been observed at micro-level in small building types.

In fact … Progressive Collapse was already receiving sporadic attention, in Ireland, as far back as the 1980’s …

  • As organizer of the 1987 Dublin International Fire Conference: ‘Fire, Access & Safety in Residential Buildings’, I requested that the following Paper be presented … ‘Design against Progressive Collapse in Fire’ … by Dr. Willie Crowe, who was Head of Construction Technology, in the old Institute for Industrial Research & Standards (IIRS) in Ireland.  He later became Manager of the Irish Agrément Board (IAB).  Those were the days … and Willie really knew his stuff !

Mr. Noel C. Manning, of FireBar in Ireland (www.firebar.ie),  and I both contributed to the development of his Paper.

And now is as good a time as any to give full credit to Noel Manning for his innovative approach to Structural Fire Engineering back in the early 1980’s.  He’s a ‘hard man’ … a term that we use for some special people in Ireland !

  • For approximately 12 years from the mid-1980’s, I was a Member of the National Masonry Panel – the National Standards Authority of Ireland (NSAI) Masonry Standards Advisory Committee.  A small, but substantial, text on Fire-Induced Progressive Collapse in Buildings was included, by me, in the following standard … Irish Standard 325: Code of Practice for Use in Masonry – Part 2: Masonry Construction (1995).  Appendix A – Determination of Movement in Masonry.  A.3 – Thermal Movement.  Once again … those were the days … when I was the only architect in a sea of engineers !!   Not a pretty experience.

  5.     What next ?   A final draft of the International CIB W14 Research WG IV Reflection Document on Fire-Induced Progressive Collapse will be completed in time for circulation to all CIB W14 members before the end of March 2012 … well in time for the next CIB W14 Meetings in Greece, near the end of April 2012.

2008 NIST WTC 7 RECOMMENDATIONS  (Final Report NCSTAR 1A)

5.1.3     GROUP 3.  New Methods for Fire Resisting Design of Structures

The procedures and practices used in the fire resisting design of structures should be enhanced by requiring an objective that uncontrolled fires result in burnout without partial or global (total) collapse.  Performance-based methods are an alternative to prescriptive design methods.  This effort should include the development and evaluation of new fire resisting coating materials and technologies, and evaluation of the fire performance of conventional and high-performance structural materials.

NIST WTC 7 Recommendation F  (NCSTAR 1  Recommendation 8).

NIST recommends that the fire resistance of structures be enhanced by requiring a performance objective that uncontrolled building fires result in burnout without partial or global (total) collapse.  Such a provision should recognize that sprinklers could be compromised, non-operational, or non-existent.  Current methods for determining the fire resistance of structural assemblies do not explicitly specify a performance objective.  The rating resulting from current test methods indicates that the assembly (component or sub-system) continued to support its superimposed load (simulating a maximum load condition) during the test exposure without collapse.  Model Building Codes:  This Recommendation should be included in the national model building codes as an objective, and adopted as an integral pert of the fire resistance design for structures.  The issue of non-operational sprinklers could be addressed using the existing concept of Design Scenario 8 of NFPA 5000, where such compromise is assumed and the result is required to be acceptable to the Authority Having Jurisdiction (AHJ).  Affected Standards:  ASCE-7, AISC Specifications, ACI 318, and ASCE/SFPE 29.

Relevance to WTC 7:  Large, uncontrolled fires led to failure of a critical column and consequently the complete collapse of WTC 7.  In the region of the collapse initiation (i.e. on the east side of Floor 13), the fire had consumed virtually all of the combustible building contents, yet collapse was not prevented.

NIST WTC 7 Recommendation G  (NCSTAR 1  Recommendation 9).

NIST recommends the development of:  (1) performance-based standards and code provisions, as an alternative to current prescriptive design methods, to enable the design and retrofit of structures to resist real building fire conditions, including their ability to achieve the performance objective of burnout without structural or local fire collapse;  and (2) the tools, guidelines, and test methods necessary to evaluate the fire performance of the structure as a whole system.  Standards development organizations, including the American Institute of Steel Construction, have already begun developing performance-based provisions to consider the effects of fire in structural design.

a.     Standard methodology, supported by performance criteria, analytical design tools, and practical design guidance;  related building standards and codes for fire resistance design and retrofit of structures, working through the consensus process for nationwide adoption;  comprehensive design rules and guidelines;  methodology for evaluating thermo-structural performance of structures;  and computational models and analysis procedures for use in routine design practice.

b.     Standard methodology for specifying multi-compartment, multi-floor fire scenarios for use in the design and analysis of structures to resist fires, accounting for building-specific conditions such as geometry, compartmentation, fuel load (e.g. building contents and any flammable fuels such as oil and gas), fire spread, and ventilation;  and methodology for rating the fire resistance of structural systems and barriers under realistic design-basis fire scenarios.

c.     Publicly available computational software to predict the effects of fires in buildings – developed, validated, and maintained through a national effort – for use in the design of fire protection systems and the analysis of building response to fires.  Improvements should include the fire behaviour and contribution of real combustibles;  the performance of openings, including door openings and window breakage, that controls the amount of oxygen available to support the growth and spread of fires and whether the fire is fuel-controlled or ventilation-controlled;  the floor-to-floor flame spread;  the temperature rise in both insulated and un-insulated structural members and fire barriers;  and the structural response of components, sub-systems, and the total building system due to the fire.

d.     Temperature-dependent thermal and mechanical property data for conventional and innovative construction materials.

e.     New test methods, together with associated conformance assessment criteria, to support the performance-based methods for fire resistance design and retrofit of structures.  The performance objective of burnout without collapse will require the development of standard fire exposures that differ from those currently used.

There is a critical gap in knowledge about how structures perform in real fires, particularly concerning: the effects of fire on the entire structural system (including thermal expansion effects at lower temperatures);  interaction between the sub-systems, elements, and connections;  and scaling of fire test results to full-scale structures (especially for structures with long-span floor systems).

Relevance to WTC 7:  A performance-based assessment of the effects of fire on WTC 7, had it considered all of the relevant thermal effects (e.g. thermal expansion effects that occur at lower temperatures), would have identified the vulnerability of the building to fire-induced progressive collapse and allowed alternative designs for the structural system.

5.1.4     GROUP 4.  Improved Active Fire Protection

Active fire protection systems (i.e. sprinklers, standpipes/hoses, fire alarms, and smoke management systems) should be enhanced through improvements to the design, performance, reliability, and redundancy of such systems.

NIST WTC 7 Recommendation H  (NCSTAR 1  Recommendation 12).

NIST recommends that the performance, and possibly the redundancy and reliability of active fire protection systems (sprinklers, standpipes/hoses, fire alarms, and smoke management systems), in buildings be enhanced to accommodate the greater risks associated with increasing building height and population, increased use of open spaces, high-risk building activities, fire department response limits, transient fuel loads, and higher threat profile.

Reliability is affected by (a) redundancy, such that when one water supply is out of service (usually for maintenance), the other interconnected water supply can continue to protect the building and its occupants;  (b) automatic operation of water supply systems (not only for starting fire pumps but also for testing and tank replenishment, with appropriate remote alarms to the fire department and local alarms for notifying emergency personnel);  and (c) the use of suitable equipment and techniques to regulate unusual pressure considerations.

Relevance to WTC 7:  No water was available for the automatic suppression systems on the lower 20 storeys of WTC 7, once water from street-level mains was disrupted.  This lack of reliability in the source of the primary and secondary water supplies allowed the growth and spread of fires that ultimately resulted in collapse of the building.

5.1.5     GROUP 6.  Improved Emergency Response

Technologies and procedures for emergency response should be improved to enable better access to buildings, response operations, emergency communications, and command and control in large-scale emergencies.

NIST WTC 7 Recommendation I  (NCSTAR 1  Recommendation 24).

NIST recommends the establishment and implementation of codes and protocols for ensuring effective and uninterrupted operation of the command and control system for large-scale building emergencies.

a.     State, local, and federal jurisdictions should implement the National Incident Management System (NIMS).  The jurisdictions should work with the Department of Homeland Security to review, test, evaluate, and implement an effective unified command and control system.  NIMS addresses interagency co-ordination and establishes a response matrix – assigning lead agency responsibilities for different types of emergencies, and functions.  At a minimum, each supporting agency should assign an individual to provide co-ordination with the lead agency at each incident command post.

b.     State, local, and federal emergency operations centres (EOC’s) should be located, designed, built, and operated with security and operational integrity as a key consideration.

c.     Command posts should be established outside the potential collapse footprint of any building which shows evidence of large multi-floor fires or has serious structural damage.  A continuous assessment of building stability and safety should be made in such emergencies to guide ongoing operations and enhance emergency responder safety.  The information necessary to make these assessments should be made available to those assigned responsibility (see related Recommendations 15 and 23 in NIST NCSTAR 1).

d.     An effective command system should be established and operating before a large number of emergency responders and apparatus are dispatched and deployed.  Through training and drills, emergency responders and ambulances should be required to await dispatch requests from the incident command system and not to self-dispatch in large-scale emergencies.

e.     Actions should be taken via training and drills to ensure a co-ordinated and effective emergency response at all levels of the incident command chain by requiring all emergency responders that are given an assignment to immediately adopt and execute the assignment objectives.

f.     Command post information and incident operations data should be managed and broadcast to command and control centres at remote locations so that information is secure and accessible by all personnel needing the information.  Methods should be developed and implemented so that any information that is available at an interior information centre is transmitted to an emergency responder vehicle or command post outside the building.

Relevance to WTC 7:  (1) The New York City Office of Emergency Management (OEM) was located in WTC 7 and was evacuated before key fire ground decisions had to be made.  The location of OEM in WTC 7, which collapsed due to ordinary building fires, contributed to the loss of robust interagency command and control on 11 September 2001.  (2) Due to the collapse of the WTC Towers and the loss of responders and fire control resources, there was an evolving site leadership during the morning and afternoon.  Key decisions (e.g. not to fight the fires in WTC 7 and to turn off power to the Con Edison substation) were reasonable and would not have changed the outcome on 11 September 2001, but were not made promptly.  Under different circumstances (e.g. if WTC 7 had collapsed sooner and firefighters were still evaluating the building condition), the outcome could have been very different.

5.1.6     GROUP 7.  Improved Procedures and Practices

The procedures and practices used in the design, construction, maintenance, and operation of buildings should be improved to include encouraging code compliance by non-governmental and quasi-governmental entities, adoption and application of evacuation and sprinkler requirements in codes for existing buildings, and retention and availability of building documents over the life of a building.

NIST WTC 7 Recommendation J  (NCSTAR 1  Recommendation 27).

NIST recommends that building codes incorporate a provision that requires building owners to retain documents, including supporting calculations and test data, related to building design, construction, maintenance, and modifications over the entire life of the building.*  Means should be developed for off-site storage and maintenance of the documents.  In addition, NIST recommends that relevant information be made available in suitably designed hard copy or electronic formats for use by emergency responders.  Such information should be easily accessible by responders during emergencies.

[ * F-12  The availability of inexpensive electronic storage media and tools for creating large searchable databases makes this feasible.]

Relevance to WTC 7:  The efforts required in locating and acquiring drawings, specifications, tenant layouts, and material certifications, and especially shop fabrication drawings, significantly lengthened the investigation into the collapse of WTC 7.

NIST WTC 7 Recommendation K  (NCSTAR 1  Recommendation 28).

NIST recommends that the role of the ‘Design Professional in Responsible Charge’* be clarified to ensure that:  (1) all appropriate design professionals (including, e.g. the fire protection engineer) are part of the design team providing the highest standard of care when designing buildings employing innovative or unusual fire safety systems;  and (2) all appropriate design professionals (including, e.g. the structural engineer and the fire protection engineer) are part of the design team providing the highest standard of care when designing the structure to resist fires, in buildings that employ innovative or unusual structural and fire safety systems.

[ * F-13  In projects involving a design team, the ‘Design Professional in Responsible Charge’ – usually the lead architect – ensures that the team members use consistent design data and assumptions, co-ordinates overlapping specifications, and serves as the liaison between the enforcement and reviewing officials and the owner.  This term is defined in the International Building Code (IBC) and in the International Code Council’s Performance Code for Buildings and Facilities (where it is the Principal Design Professional).]

Relevance to WTC 7:  Following typical practice, none of the design professionals in charge of the WTC 7 Project (i.e. architect – structural engineer – fire protection engineer) was assigned the responsibility to explicitly evaluate the fire performance of the structural system.  Holistic consideration of thermal and structural factors during the design or review stage could have identified the potential for the failure and might have prevented the collapse of the building.

5.1.7     GROUP 8.  Education and Training

The professional skills of building and fire safety professionals should be upgraded through a national education and training effort for fire protection engineers, structural engineers, and architects.  The skills of building regulatory and fire service personnel should also be upgraded to provide sufficient understanding and the necessary skills to conduct the review, inspection, and approval tasks for which they are responsible.

NIST WTC 7 Recommendation L  (NCSTAR 1  Recommendation 29).

NIST recommends that continuing education curricula be developed, and programmes be implemented for:  (1) training fire protection engineers and architects in structural engineering principles and design;  and (2) training structural engineers, architects, fire protection engineers, and code enforcement officials in modern fire protection principles and technologies, including the fire resisting design of structures;  and (3) training building regulatory and fire service personnel to upgrade their understanding and skills to conduct the review, inspection, and approval tasks for which they are responsible.  The outcome would further the integration of the disciplines in effective fire-safe design of buildings.

Relevance to WTC 7:  Discerning the fire-structure interactions that led to the collapse of WTC 7 required research professionals with expertise in both disciplines.  Assuring the safety of future buildings will require that participants in the design and review processes possess a combined knowledge of fire science, materials science, heat transfer, and structural engineering, and design.

NIST WTC 7 Recommendation M  (NCSTAR 1  Recommendation 30).

NIST recommends that academic, professional short-course, and web-based training materials in the use of computational fire dynamics and thermo-structural analysis tools be developed and delivered to strengthen the base of available technical capabilities and human resources.

Relevance to WTC 7:  NIST stretched the state-of-the-art in the computational tools needed to reconstruct a fire-induced progressive collapse.  This enabled identification of the critical processes that led to that collapse.  Making these expanded tools and derivative, validated, and simplified modelling approaches usable by practitioners could prevent future disasters.
